Does a permit displayed improperly really warrant a fine?
Northeastern Illinois University is a commuter school, which means that every student takes public transportation, bikes, drives or even walks to campus. Many of the students drive to the campus and are in need of a parking spot. The university has those students purchase a parking permit for the convenience of finding parking and to make sure that those who use the parking facilities on campus are, in fact, students who are attending classes at NEIU.
These permits are stickers that display the university name, the permit number and the semester for which it is valid on them. The sheet that the student receives with the permit states how the permit is to be displayed and basically the proper usage of the permit. The permit should be placed on the windshield or the back window of the car.
However, a student can get ticket for either failure or improper display of permit if it is not on the vehicle's windshield or back window. This does not make sense to me if the permit is clearly visible through the window and is placed in plain sight. A $25 dollar ticket for the "failure/improper display of permit" seems a bit much for something that really is not a severe infraction of the rules. If the person is able to see it and can obviously tell that the permit belongs to the student after it is scanned then why give a ticket, which makes it seem like they have nothing better to do than make money off of already struggling students for something that is not hurting anybody.
The only thing I can maybe see as a problem they are worried about is that the permit, if not stuck on the front or back window of the car, can be given to somebody that is not an NEIU student and just needs a convenient place to park. However, the student can register as many vehicles as they wish under that one permit. The student is also already allowed to remove the permit if and when the occasion arises that they need to drive one of the other cars they registered on the permit to campus.
So, the rationale that the people in charge of giving out the parking permit infraction tickets may have does not seem at all rational. There are much more serious problems that the campus can deal with and stop wasting their time giving out tickets to those who just do not have the permit placed the exact way they wish for it to be displayed. I am not saying that it is not important to make sure that people are not abusing the parking permits they have paid for but I do think that it is a bit much to give out tickets for something that is not harming any individual.
